I downloaded skp_to_dxf.zip and when I decompress it, the file skp_to_dxf.rb is inside, not skp_to_dxf.rbz as the instructions state should be there. Trying to load the plug in through Sketchup, it looks for the file skp_to_dxf.rbz which does not exist. I tried placing the file skp_to_dxf.rbz i nthe plugins directory and restarting Sketchup and the extensions list.
Installing skp_to_dxf.rbz

You should not have to decompress the file skp_to_dxf.rbz yourself. In Sketchup click on the install extensions button. It's found under Preferences > Extensions > Install Extension. Clicking this button will bring up a file browser window where you can can select skp_to_dxf.rbz from your harddrive, and SketchUp will then install it for you.
But if this is not working you can uncompress the file and copy skp_to_dxf.rb to your Sketchup plugins directory (normally C:\program files\google\google sketchup [6,7 or 8]\plugins). After copying this file, start Sketchup and you should now have an extra menu option (Export to DXF or STL) in the Sketchup Tools menu.
ditto problem

the file that claims to be SKP_TO_DXF.RBZ on your download section is in fact a .zip file of SKP_TO_DXF.RB
http://www.guitar-list.com/download-software/convert-sketchup-skp-files-dxf-or-stl
it would be great if you could fix that.
meanwhile, i will try the .rb install instructions.
thanks for the plugin!

Sketchup RBZ files are just zipped rb files

It's true that SKP_TO_DXF.RBZ is just a zipped file of SKP_TO_DXF.RB, but that is how it is supposed to be:
From the official sketchup blog
Of course using the RBZ file makes more sense when the plugin involves more than one file, but I thought I had better add the RBZ option for users who expect to be able to install the plugin this way.

hmm.

interesting. i tried renaming the .zip to .rbz, but it still didn't show up as available when i looked for it via install plugins.
i'm on a mac, so maybe that makes a difference. installing works fine the other way, so i did that.
